I'm using DT beta 3 on RC1 with my dalvik moved to SD card. Will I have to flash DT again or not?

Always flash DT after a new flash of a rom before u reboot. Once booted up no need for further action.

I'm using DT just for cache on SD. Everytime I reflash I run these commands from the terminal:
a2sd remove
a2sd cachesd
is this procedure needed or not?

U simply cannot just enable dalvik-cache to sd without symlink of /data/apps to /sd-ext/data/apps.
Its a package.
Whether u move dalvik-cache to sd or not, you do not have to rekey any commands upon bootup so long u remember to flash your DT script after flashing a new rom before u reboot.
