USB Storage Screen Is Automatic

When I plug my phone into a computer the USB storage mount screen pops up automatically. It doesn't actually mount the card, but it opens up the screen. The problem arises when I try to do USB tether. Every time I click "USB tethering" under the tethering menu, the storage mount screen pops up again and stops the tethering from happening. This happens on any computer I try it on. I've already checked Winamp, and the auto usb mount option is disabled. Has anyone else had this problem? I'm on RC2.
