I used root explorer to navigate  to both the stock and dolphin browser file paths described in the op and long pressed on the config.data file. Turns out Root explorer has a handy little long press menu selection: "permissions." I just unchecked all the permissions boxes and now all the flash videos that weren't working before work now. Really easy way to do this. 2 minutes.

we have the same problem. no app_plugin folder in com.android.browser
In my case, I also couldn't find the file-path mentored earlier.  Turns out that if you use a browser other than the built-in, "Browser", the config.data file (or files) get put in a different file-path.  The solution?  Use root-explorer to go to /data/data, and then search for config.data.  (I found three...)  I used settings> applications to kill the associated services for reach of the browsers, then went back to root-explorer, long-press> permissions on each of the config.data files and UN-checked all the permissions for each file.

When I started up one of the browsers and went to a page I had bookmarked that had been giving sound, but no picture, the video displayed just fine.

Thanks to Amb07g who's previous comment provided a key clue to figuring this out.

1) force stop the browser process
2) Remove all permissions for /data/data/com.android.browser/app_plugins/com.adobe.flashplayer/.macromedia/Flash_Player/config.data

*Fix also works for Dolphin. Just change com.android.browser to mobi.mgeek.TunnyBrowser

For me, using Dolphin Mini, I found the config file here:

/data/data/com.dolphin.browser/app_plugins/com.adobe.flashplayer/.macromedia/Flash_Player/config.data

Removing the permissions worked a treat, cheers.
