Things I've tried:
sending/receiving with wi-fi on/off
deleting the /data/data/com.android.providers.telephony/databases/telephony.db file
changing the APN according to
Name: USCC
APN: internet
Proxy:
Port: 80
Username: yourMSID@uscc.net
Password: yourMSID
Server:
MMSC: http://mmsc1.uscc.net/mmsc/MMS
MMS Proxy:
MMS Port: 80
MCC: 310
MNC: 120
Authentication Type: PAP or CHAP
APN type: mms
Please Help!

Edit: for your username it should be the MEID number NOT MSID (idk where that came from)
And trust me this issue has been bugging me for around 4 months ever since ive been using cyanogenmod

Open your messaging app, (you should be looking at all your threads)
Press the menu button, go to settings, scroll down to "Extra Settings" the second one, you should see Custom User-Agent. Choose that one, and scroll all the way to the bottom, and select custom, and in the box (it should already be there for you, but if not) "Andriod-Mms/2.0" should be in where, without quote marks.
BOTH of those settings fixed my issue, and I did not need to reboot my phone to send an MMS message.
I can now send and receive MMS on CM 7.1 stable.

I have a 1 year old HTC Desire through the Ntelos provider. Just switched to CM last week and love it (except for this current issue). I do not send pix that much so it is not the end of the world BUT I would still like to be able to on occasion.

All you have to do is follow the exact steps in the first post except for the deleting the file!!!
Just go to voice dialer and say "Open APNs", then click menu, then hit add new apn!!!
IMPORTANT NOTE!: When you fill out the APN Please replace the MSID numbers in the first post with your "MEID" number which is under setting > about phone > and status. I already know this works so you guys should not have a problem...its that simple. Trust me it works. I dont think you guys read my previous post but I told you a fix and you guys are still having problems. JUST REMEMBER TO "replace MSID with "MEID!!""
**Obviously the original poster of this fix made a typo because i could not get the MSID working....so i just tried MEID and it worked like a charm.
like this:

I tried the voice dialer open apns which got me into where I could add a new APN, but every time I tried to save it the list would be blank.
I ended up downloading APN Manager from the market. Using this tool I entered the following settings
changing the APN according to
Name: USCC
APN: internet
Proxy:
Port: 80
Username: (my phone #)
Password: (my phone #)
Server:
MMSC: http://mms.ntelospcs.net
MMS Proxy:
MMS Port: 80
MCC: 310
MNC: 120
Authentication Type:
APN type: mms
Saved the apn and activated it through the apn manager and imediately mms started working.

And if you are having problems with tiny pictures, try my solution. There may be others, but this worked for me: Install GoSMS Pro (free) from the Android Market and go to settings>advanced tab>MMS Settings. Change the Maximum MMS size to a larger file size. Also make sure you check "Preserve image resolution" You can continue to use GoSMS Pro or whatever txt app you want I believe. It works in CM7s default Messaging for me as well.
