Same issue.
I did however run a second clean flash (CM + GApps + Vision 1.1) and managed to obtain a lock after a lengthy delay.
On my recovery (which I'd like to use/keep) I tried flashing the Vision 1.1 n got squat. However the recovery isn't running the stock kernel, it's running Timat.
If I can figure out where to get a flash-able copy of the original kernel I can try it on the recovery n see if that fixes things.

I wasn't seeing the performance I wanted from the gps.conf that I downloaded, so I found a different one and tweaked it. I'm now seeing 30m accuracy in 5 secs - 20m or less in 30 secs.

This guy really has it figured out. If you combine it with A-GPS refreshes from GPS Status https://market.android.com/details?id=com.eclipsim.gpsstatus2 you should be fine. At least until we get ICS.
