factory wipe, cache wipe and dalvik wipe

Hi, I have 2 related questions.  I often see instructions to the effect of:

wipe data/factory reset, then wipe the cache partition, then wipe the Dalvik cache.  

Do the last 2 steps really need to be done?  Isn't the cache partition wiped as part of a factory reset?  Also, isn't the Dalvik cache stored in the cache folder, which would mean its wiped whenever you wipe the cache?
