is this just a themed version of cm7.1 or bigger changes are there?? what are the features? does this fingerprint scanner work?

I didn't notice the fingerprint scanner working (then again I don't use it). Also, there were still some parts of the UI left in Chinese. I experienced a few reboots and FCs but otherwise it is quite nice. Yes, it is just a heavily themed version of CM7. Though it is very well themed and there are some nice options. The mod is still in beta and the original thread can be found here:
