Try toggling the airplane mode.
Then, turn on wi-fi and if any networks show, "forget" them. Reboot.

I am having similar problems. When I first boot a newly cleaned and flashed CM7.1 ROM it connects to the internet just fine. However, once I have turned on Airplane Mode, then I have trouble doing anything in the WiFi settings screen at all. Now, I prefer to leave Airplane Mode on all the time because I do not use this phone with a carrier any more. I switched away from Verizon because I didn't want to pay for the data plan any more. I have flashed and reflashed till I am blue in the face. I have wiped caches till I am red in the face. If I don't turn on Airplane Mode then I will be fine for a few hours. I can install all kinds of apps and download my stuff from Read It Later just fine. But it seems as if once I have turned on Airplane Mode - even once - then everything falls apart. Oddly, I can still access the internet just fine, sometimes even when it is showing as not having an internet connection. It is just that I cannot turn WiFi on and off without getting a force close for either WiFi Settings or the general Settings application. However, if I reboot then the first thing I do is turn off Airplane Mode, then I am able to connect, disconnect, and reconnect to WiFi easily.
Oh, I should also say that the "toggle the Airplane Mode" advice doesn't work very well when the whole settings dialog is force closing on you. You have to reboot and then go straight to turning Airplane Mode off.
I have tried the most recent daily and I still have the same problem.
I have heard of other kernels but I haven't tried anything in that arena yet. I wouldn't know where to start to find a kernel that was specifically designed to fix this issue.
I have let this message sit here for a bit longer while I tried one more thing. If I have WiFi on and things are messed up, I can reboot, turn Airplane Mode on and it kills the WiFi as expected. But then I can turn AirPlane mode back off and WiFi quickly comes back to life. It seems I can use this means to turn WiFi on and off and avoid any force closes. This, then, means that the problem is when I try to turn WiFi on or off with Airplane Mode ON. Fortunately, I will not be going on any airplanes where I can't use the cellular radio but still want to use the WiFi. This is mainly because I am too cheap to fly, but anyway. It also seems as if the only time the phone asks me to activate with a carrier is when I completely power down the phone and power it back up. I can tolerate this minor inconvenience,
So, I hope this helps someone troubleshoot the WiFi problems that some people have been having with CM 7.1. I look forward to a fix of this issue so I can save a little more battery power by leaving the cellular radio off while I surf the internet.
I'm going to try installing all my apps AGAIN and see how long this holds.
