MMS No Data Plan

So in MIUI I could receive MMS while having data off because I have no data plan.  Isn't this possible in CM7?  If so how can I do this?

I've messed around with APN settings so much, none of them work allow this, how does MIUI do it?

Please help, thanks.

I think you need to set up the APN and have the data turn on.
