Remote access of Inspire 4G by network operators?

What can someone on the other side (network operator) of a cell antenna do? Even with CM7, what can be remotely triggered or accessed on the phone?

Before I installed CM7, my phone was constantly rebooting, data connection would switch on by itself, and when I tried to take pictures of police stops, my phone would shut off and/or the video would not save and the phone would reboot.

I have had my wi-fi and GPS activate on their own after the install, but everything else is fine.
