This feature was already present in earlier builds but along the process we loose the ability to run openvpn natively in cyanogedmod, or at least i think so because i have 2 devices wich dont have the option to run openvpn (lg optimus 2x and motorola xoom). This devices are runing cyanogenmod 9 ICS.
Please add this option in vpn options as this is very important to many people

Hello. I just installed CM9. I am also somewhat puzzled that OpenVPN is nowhere to be found: neither in Security, nor in Network system settings; although it is still advertised as a feature on the front page of the project. Are there any plans to include them back by default?
