This issue has not been discussed yet Im certain of it since I have searched for a thread like this so I am going to ask this question right away:
If the phone is in standby (screen is shut off) and you want to use the phone, you press the HomeButton to get to the Lockscreen.
There is a delay of aprox. 1second between pressing the HomeButton and actually seeing the Lockscreen.
I am dying to know if this is intended or a known issue and if so, is it to be fixed in future releases?

I thought that the delay came from the hardware waking up from Deep-Sleep. All official Samsung Roms I've tried so far exhibited the same behaviour.
Just uploaded a quick video:
It takes 1-2 seconds until the device wake-ups. It's a little bit annoying but not more.

It's instant for me.. running just one of the latest nightlies, no tweaks or anything (on my S2). Maybe it depends on the content of your lockscreen? All I have is a pattern lock, nothing else.

Just flashed the 20120525 nightly and still the same behaviour. However, I did notice that after waking up the phone and putting the display back to sleep, it will wake up instantly. If I wait a minute or two and try to unlock the phone again the delay is there. I still assume that as soon as the cpu enters deep sleep it takes 1-2 sec. to ramp up the cpu.

Just flashed the 20120529 and I still have the same issue that you presented in your video above. Only difference is, that my S2 is slightly faster showing the LockScreen (if anything aprox. 100ms)

I was having this issue too with the stock ICS and CM9 ROMs. I recently switched to a different kernel so I could use BLN, and my screen now wakes up immediately. I was having about a one second delay from the time I pressed my power button until the time the screen turned on. And even when the screen did turn on, it would sometimes freeze, and I would have to turn the screen off then on again to unlock my phone.
However, I have problems when trying to update nightlies using this new kernel and usually end up having to do a fresh install via Odin, then update to the lastest nightly, and finally re-flash the kernel. So I wouldn't really recommend it until this problem is solved.

I am having the same problem here. For me the delay is sometimes 1 second, but I have also had delays of up to 4 seconds.
Let's see if the next nightly fixes this.

20120602 fixed the occasional freeze of the LockScreen.
Delay of aprox. 1sec is still present.
